Geological
Survey of India functions through six regional centers and three specialized
wings, training institute
and central headquarters. In each of the regional / wing ./ TI headquarters,
one officer usually of the rank of a Director is identified as the
Grievance
Officer who directly reports to the regional HOD. At Central Headquarters,
an officer of the rank of a Director is identified as the Director
(Grievance), who reports directly to the Director General. There is
an officer of Joint
Secretary level in the Ministry of Coal & Mines, Department of
Mines, to look into grievance matters under the jurisdiction of the
Ministry.
There is a mechanism in the Ministry for quarterly review of the status
of redressal of grievance of employees and officers of GSI.
Matters(*) pertaining to non- settlement of personal claims, amelioration
of working condition, unsettled claims of seniority / promotion/ etc. fall
within the definition of grievance. Since there is adequate administrative
provision for processing of normal claims (*) and a very large number of
cases of personal claims service matters are usually settled through normal
office procedure , in cases of delay a reminder should be sufficient to
bring the matter to an end. When reminders fail to elicit adequate response,
then a grievance is said to exist. In such a case, the aggrieved person
may submit his grievance petition to the respective HOD ( attention : Grievance
Officer.) or directly to the DG, GSI (Attention: Director, Grievance).
It is the responsibility of the concerned Grievance Officer to liaise with
the concerned authority with a view to settle the grievance and keep the
aggrieved person informed.
Long pending and serious grievances are reviewed periodically in the Ministry.
New portal for lodging Grievances of Government Servants
A
new portal has
been launched by the Department of Administrative Reforms and Public
Grievances (DARPG) to address the grievance issues of present
and Ex-Government servants (GS). Government servants (both present and
ex) can now lodge their grievances online by accessing this portal. The
portal can be accessed at www.pgportal.gov.in. Once the grievance of
the GS is registered in this portal, all the GS needs to do is communicate
the registration number of his case to the concerned Grievance Officer.
